Job Description

The successful priest for this position will become a small business registered with the Federal Government and will receive as-needed administrative support from Music Ministry International:

  • Scope of Responsibilities. The priest shall provide for the religious and spiritual needs of the Roman Catholic military personnel, eligible family members, and DOD card holders. Based on the requirements, the Government estimates the priest would need to maintain an average 40 hour work week. Within 10 business days after contract award the contract shall provide the Government a standard schedule. The standard schedule is not inclusive of irregular hours that might be needed due to night/weekend emergency ministrations,   and support the individual rights under the First Amendment to the US Constitution by promoting an environment for all to freely exercise their religious beliefs. The contract shall provide Roman Catholic Priest services for the Roman Catholic Community at MCRD San Diego Chaplain’s at one Base Chapel, bldg. 8, Base theater bldg. 30, and PAC 100, bldg. 622. The Roman Catholic programs include: weekly Sunday Mass (1), week day Masses (3), special Roman Catholic events such as Holy Days of Obligation, and office hours to meet the Roman Catholic community’s spiritual and sacramental requirements.
  • · Education, Experience and Personal Requirement.
    • The priest must provide validly ordained Roman Catholic priest(s) in good standing with the bishop of his diocese or the superior of his religious order in the Roman Catholic Church. The good standing of the priest(s) will be verified with an appropriate letter of good standing from his bishop or religious superior. The Government expects the services to be a full time requirement.
    • The priest must provide written documentation of Ecclesiastical Endorsement from the Archdiocese for the Military Services (AMS), USA (). The document used for endorsement will be the Department of Defense (DD) Form 2088. While the form does not need to be approved prior to making a quote on this contract, it must be approved by the AMS in Washington D.C. prior to actual contract award.
    • The priest shall adhere to the policies defined in the “Archdiocese for the Military Services, USA, Priests' Manual” as published by AMS.
    • The priest shall be able to oversee a comprehensive Roman Catholic religious education program with the volunteers by offering guidance, planning and pastoral advice in order to achieve a high quality program as outlined by the AMS.
    • The priest shall collaborate with Chaplains and the Enlisted Staff in an ecumenical/interfaith setting and report to the Command Chaplain any concerns that may arise.
    • The priest shall possess strong people skills and the ability to work with the military personnel, the Command Chaplain, the Chaplains and the Enlisted Staff at the Base Chapel, bldg. 8 and Base theater bldg. 30 at MCRD San Diego.
    • The priest shall have knowledge of military protocol, customs, and courtesies or a willingness to learn through a combination of oral and written instructions given within the first 90 days, per SECNAVINST 1730.7D, OPNAVINST 1730.1E and Marine Corps Order 1730.6E.
    • The priest shall possess working knowledge of computer skills in: Microsoft Word, Outlook and Desktop Publishing. The Department Staff is available for assistance.

  • · Specific Responsibilities.

    • The priest shall provide administrative support, religious services, and pastoral care in support of: Weekday Mass, Sunday Mass with an opportunity for the Sacrament of Reconciliation, Baptisms, Weddings, Anointing of the Sick, Funerals, Fellowship/Hospitality, Lent/Advent Penance Services, Holy Day Of Obligation Masses (see PWS 4.3) and Religious Education.
    • The priest shall: plan, organize, and direct the activities of the Base Chapels Catholic Community, ensuring that the Roman Catholic program complies with the Roman Catholic Code of Canon Laws.
    • The priest shall provide sacramental ministry to all Roman Catholic military personnel and family members.
    • The priest shall provide pastoral counseling to Roman Catholic personnel concerns (ex: personnel, professional, spiritual, marital, etc.) to maintain Catholic community quality of life.
    • The priest shall weekly submit a report to the Depot Chaplain’s office with all the numbers for pastoral care, counseling sessions, religious education and worship services.
    • The priest shall be involved in all Roman Catholic programs; oversee meaning offer guidance, planning and pastoral advise to the activities of Rite of Christian Initiation for Adults (RICA), Roman Catholic Lay Organizations such as Roman Catholic Youth, Roman Catholic Women and Roman Catholic Men.
    • The priest shall be directly responsible for locking up the chapel facilities when used after normal duty hours.
  • Working Hours, Location

Based on the requirements, the Government estimates the priest would need to maintain an average 40 hour work week. The standard schedule is not inclusive of irregular hours that might be needed due to night/weekend emergency ministrations. The Location is the Marine Corps Recruit Depot in San Diego, California.
